Responsible for implementation and ongoing support of regulatory plans, policies, procedures, and compliance programs related to NERC, WECC and related regulatory requirements at Apex Generating Station. Candidate should be able to support the Plant’s management team with strategic regulatory planning and program development to further improve the Plant’s regulatory performance. Additionally, responsible to work with Operators and technicians to develop, and where needed provide training on, day to day compliance activities. This position reports to the Facility Manager.

Job Responsibilities

  • Monitors NERC Reliability Standards, as well as WECC Compliance Monitoring and Enforcement Program (CMEP), to ensure Apex Generating Station’s operations and compliance documentation remains in compliance with regulatory requirements.
  • Conduct NERC compliance reviews and internal audits to assess the status and quality of NERC compliance procedures, evidence and internal controls.
  • Support the development and administration of NERC related training.
  • Support changes to the EthosEnergy NERC program as necessary (e.g. revisions to compliance procedures in response to internal best practice improvements and/or new or revised NERC reliability standards or other NERC program changes).
  • Develops processes, procedural controls and implementation mechanisms for achieving and maintaining compliance with all applicable NERC and WECC standards and requirements.
  • Conducts regulatory audit preparation activities to ensure potential non-compliance issues are identified and corrected which includes support to preparation, critique and validation of reliability standard audit worksheets (RSAWs) and their periodic updating.
  • Help to compile and validate evidence during audits performed by external regulators.
  • Oversees the storage of required NERC compliance documentation and evidence within the corporate database to ensure the material is available for regulatory audit.
  • Maintain systems to track/monitor compliance with the NERC Reliability Standards.
  • Coordinate the activities with Ethos Energy Corporate NERC Group, and with the owner’s regulatory compliance group.
  • Work with Corporate Regulatory Compliance group to support their initiatives, and oversight requests.
  • Works with personnel at Apex GS to develop and implement the day to day working practices to facilitate compliance. This requires working with operations, maintenance mechanics, and instrument and electrical technicians to ensure compliance guidelines are understood generally and that day to responsibilities are understood and entered into work tracking software like Maximo or Gensuite.

Required Skills / Knowledge

  • The ability to work independently and in group contexts.
  • The ability to work with technical personnel and topics and experience in the drafting and preparation of regulatory and/or policy documents.
  • Strong skills in communication, issue resolution, organization, and facilitation.
  • Proficiency in Microsoft Office and database management software such as Gensuite and Maximo.
  • Proficiency in NERC web portals such as Web CDMS, OATI and the like.

Experience

  • NERC and / or other electric industry regulatory and policy experience is preferred.
  • 2-5 years of experience in the electric industry.

Education Requirements

  • Associates Degree (AA) or equivalent from a two-year college or technical school.
  • STEM Bachelor degree preferred.

Physical Requirements

  • Ability to travel to regulatory conferences and training.
